Dr. Frank Tucker, Chief Executive Officer, Co-Founder

Dr. Frank Tucker has over has 20 years’ expe­ri­ence in Delivering Health­care, Project Man­age­ment, and Health Infor­ma­tion Man­age­ment & Infor­ma­tion Tech­nol­ogy spe­cial­iz­ing in Elec­tronic Health Records. He is a retired Army Officer who started his career as an enlisted Soldier. He car­ries a Doc­tor­ate of Health Sci­ence, dual Master’s in Pro­cure­ment & Acqui­si­tion Man­age­ment, and Com­puter Resources & Infor­ma­tion Man­age­ment, a Mas­ter’s in Physi­cian Assis­tant Stud­ies, DoD Acqui­si­tion Level III in Pro­gram Man­age­ment among other professional licenses and certifications.

Dr. Tucker has held Exec­u­tive Lead­er­ship posi­tions as the Army Med­ical Department(AMEDD) Deputy CIO for Strat­egy; Joint Med­ical Infor­ma­tion Sys­tems (JMIS) Chief Sys­tem Archi­tect and Direc­tor, Devel­op­ment & Com­mon Ser­vices; Defense Health Infor­ma­tion Man­age­ment Sys­tem (DHIMS) Assis­tant Pro­gram Man­ager; and DHIMS Chief Tech­nol­ogy Offi­cer. Through his var­i­ous posi­tions, he has remained a practicing clinician specializing in occupational health and preventive medicine now serving as a Red Cross Volunteer. Dr Tucker is also an educator having served as adjunct assistant professor of bioinformatics at the Uniformed Services University of the Health Sciences. He continues to teach as adjunct assistant professor at Central Michigan University and Park University for public health and health informatics at University of Maryland University College.

Claude Hines, U.S. Army Colonel (retired), has over 26 years’ expe­ri­ence with the man­age­ment of mil­i­tary clin­i­cal and med­ical logis­tics sys­tems. Mr. Hines holds a Bach­e­lor of Sci­ence from North Car­olina Agri­cul­tural and Tech­ni­cal State Uni­ver­sity and a Mas­ter of Sci­ence in Health Ser­vices Admin­is­tra­tion from Cen­tral Michi­gan Uni­ver­sity. Mr. Hines is a cer­ti­fied U.S. Army Acqui­si­tion Pro­fes­sional in Pro­gram Man­age­ment (Level III), Con­tract­ing (Level II), and holds PMP cer­ti­fi­ca­tion. Mr. Hines is a recip­i­ent of sev­eral awards, includ­ing the 2010 Fed­eral 100 Award, the Asso­ci­a­tion of Mil­i­tary Sur­geons of the United States Out­stand­ing Med­ical Infor­ma­tion Man­age­ment Exec­u­tive Award and the Legion of Merit.Prior to his role at Micro­Health, Mr. Hines was the Deputy Pro­gram Exec­u­tive Offi­cer (DPEO), Inno­va­tion and Deliv­ery (I&D) for the Depart­ment of Defense (DoD), Mil­i­tary Health Sys­tem (MHS), Joint Med­ical Infor­ma­tion Sys­tems (JMIS). Dur­ing his career he also served as Pro­gram Man­ager (PM) for the Defense Health Infor­ma­tion Man­age­ment Sys­tem (DHIMS) man­ag­ing 42 dis­parate Auto­mated Infor­ma­tion Sys­tems into an inte­grated fam­ily of sys­tems. Mr. Hines was also respon­si­ble for inte­grat­ing MHS clin­i­cal IT solu­tions such as AHLTA — the military’s EHR — and scal­ing those capa­bil­i­ties for use within the mil­i­tary The­ater of Operations.
