MicroHealth was co-founded by Dr. Frank Tucker and COL (ret.) Claude Hines. Together, they have nearly 50 years combined experience in healthcare. Fueled by a passion for better health outcomes and commitment to the continuum of care, they formed MicroHealth, a company dedicated to using the power of information to empower better decision making for patients, providers, public health, and payers. Though a young company, MicroHealth has quickly grown into a strong health informatics organization supporting both private and public sector, providing a wide range of health-related services. With support from the SBA recognized Mentor-Protégé Program from the Department of Defense, MicroHealth delivers big business ability with small business agility. As co-founders and leaders within the organization, they bring a wealth of experience as they guide the team.

Dr. Frank Tucker has over 23 years’ experience in Delivering Healthcare, Project Management and Health Information Management & Information Technology specializing in Electronic Health Records. He is a retired Army Officer who started his career as an enlisted soldier.  He carries a Doctorate of Health Science, dual Master’s in Procurement & Acquisition Management, Computer Resources & Information Management, a Master’s in Physician Assistant Studies, DoD Acquisition Level III in Program Management, among other professional licenses and certifications. Dr. Tucker has held Executive Leadership positions as the Army Medical Department (AMEDD) Deputy CIO for Strategy; Joint Medical Information Systems (JMIS) Chief System Architect and Director, Development & Common Services; Defense Health Information Management System (DHIMS) Assistant Program Manager; and DHIMS Chief Technology Officer. Through his various positions, he has remained a practicing clinician specializing in occupational health and preventive medicine, now serving as a Red Cross Volunteer.  He has been published a number of times as associate investigator and has won awards for his original articles on medical subjects in professional journals. Dr. Tucker is also an educator having served as adjunct assistant professor of bioinformatics at the Uniformed Services University of the Health Sciences.  He continues to teach as adjunct assistant professor at Central Michigan University and Park University for public health and health informatics at the University of Maryland University College.

Claude Hines, U.S. Army Colonel (retired), has over 26 years’ experience in the management of military clinical and medical logistics systems. Mr. Hines holds a Bachelor of Science from North Carolina Agricultural and Technical State University and a Master of Science in Health Services Administration from Central Michigan University. Mr. Hines is a certified U.S. Army Acquisition Professional in Program Management (Level III), Contracting (Level II) and holds PMP certification. Mr. Hines is a recipient of several awards, including the 2010 Federal 100 Award, the Association of Military Surgeons of the United States Outstanding Medical Information Management Executive Award and the Legion of Merit. Prior to his role at MicroHealth, Mr. Hines was the Deputy Program Executive Officer (DPEO), Innovation and Delivery (I&D) for the Department of Defense (DoD), Military Health System (MHS), and Joint Medical Information Systems (JMIS). During his career, he also served as Program Manager (PM) for the Defense Health Information Management System (DHIMS), managing 42 disparate Automated Information Systems into an integrated family of systems. Mr. Hines was also responsible for integrating MHS clinical IT solutions such as AHLTA — the military’s EHR — and scaling those capabilities for use within the military Theater of Operations.

By using innovative ideas combined with best practices and today’s latest technology as a catalyst, we can make a difference in how patients, providers, public health and payers get results. One of the ways we innovated was to take our experience as disabled veterans as a way to empower others.  We currently provide a number of VA disability guides that are used by Veterans and Veteran Service Organizations.  An internet search of “va disability guide” will result in MicroHealth’s results above the fold.  We also provide unique veteran disability tools such as a compensation calculator, a rating calculator, a combined disability questionnaire and top-rated mobile applications that help veterans determine their benefits.  These tools are among approximately 40 applications we developed from wellness and nutrition apps to games and productivity tools provided to the general public free of charge, without advertisements and many open-source allowing others to innovate and enhance.  Beyond application development, our staff expresses their creativity in a number of ways from professional video production to eye-catching graphics all visible from our website https://microhealthllc.com under the menu item “mZone”.
